The incumbent of this position will function as Medical Director, Toledo Community Based Outpatient Clinic (CBOC), Toledo, OH. The incumbent serves as a member of the Ambulatory Care Management team and reports to the Deputy Associate Chief of Staff (DACOS) of the CBOC.. Incumbent has direct line responsibility and authority for managing the primary care aspects of the CBOC in Toledo. Manages coordination for the continuum of care of the following clinical and administrative services: Nursing, Medical Support Assistants, and Provider staff to include physicians, nurses and Physician Assistants. Serves as the clinic's Patient Representative, one of the Contracting Officer Technical Representative's (COTR) and supervisor of the Clerical staff Supervisor. Assumes responsibility for the daily operation of the clinic and ensure the effective utilization and coordination of all activities. Participates in the development and implementation of long and short-range goals for the clinic. Assumes the responsibility for the development and implementation of both long and short range goals for individual services at the Toledo CBOC), both administrative and clinical, and for ensuring that these individual service goals are integrated with the overall goals of the medical center. Projects, monitors and coordinates staffing needs in all areas of the clinic. Provides direction and assistance to supervisory personnel; participates in personnel selections; and provides a system of coordination and ensures cooperation between supervisors and management that is clinic based and technical clinical practice issues, which are medical center, based. Resolves complex and difficult problems that pertain to the utilization of available resources, i.e., personnel space, funds, supplies and equipment and establishing priorities for the allocation of these resources based on program needs. Coordinates clinic space allocations ensuring patient processing needs are a priority and staff utilization is achieved. Possesses the attributes to deal with members of the professional staff and other clinic employees in such a manner as to gain the employees' confidence, respect and cooperation in matters of official business. To possess the responsibility to have a broad general knowledge of the organization of the Department of Veterans Affairs, including regulations, directives and policies, as well as that of the parent medical center. Assures policies and procedures related to the administration and operation of the clinic are in compliance with the mission, goals and policies of the medical center as well as JCAHO and OSHA standards. Oversees the continuing education and training needs of the provider staff. Develops and coordinates training that improves the clinical skills and updates the proactive style of the providers in primary care clinic. Responsible for implementation of and participation in medical studies and surveys regarding VAAAHS research and data gathering. He/she assures that the programs are in compliance with JCAHO, OSHA and VA regulations. Assures that all employees attend appropriate training sessions and that documentation of that training is maintained. Possess the ability to work on a parallel track with the Director of Primary Care of the VAAAHS as well as with CBOC Programs Manager/PI Coordinator to assure compliance with VHA and VAAAHS programs, e.g. JCAHO, Advanced Clinic Access, Customer Satisfaction. Exercises fiscal management responsibility in developing the overall budget, in monitoring expenditures, and in reallocating funds based on shifting program needs. Participates in every phase of administration of his/her service through cooperation with other healthcare system services and the medical administration in matters affecting patient care. Develops a mechanism for keeping staff in his/her service up to date with ongoing performance measurements, assessments, outcome and activities. This may be accomplished through regularly scheduled with documentation on file that staff have been informed of these activities. Preferred experience for this position would be residency trained and board certified in Internal Medicine. We are looking for a candidate with experience or training with the desired current technology. In addition, it is preferred that the candidate have teaching experience in the acute and ambulatory setting.
